Security Specialist

Incumbent manages WAPA's security program within the region assigned and other regions as needed due to site assistance visits, on call responsibilities and support for disasters and contingencies. Formulating and executing the program in accordance with the OSEM Western-wide physical security operations, emergency management and force protection programs. Duties include serving as the Regional Subject Matter Expert (SME) for all physical and protective security and emergency management programs. Incumbent is directly responsibility for programmatic compliance with OSEM identified NERC CIP standards, federal, state and local requirements, Departmental and Western orders and standards. Directs and counsels regional elements on Western-wide physical and protective security and emergency management solutions, programs, policy and compliance. Incumbent is responsible for developing and maintaining a comprehensive program in support of protecting regional and organizational employees and assets. The incumbent develops, interprets and issues directives and policies for a wide variety of operations and activities related to protective security and emergency management programs. Implements proficient, industry accepted risk management methodologies to critical and noncritical assets to managing physical asset protection and emergency management programs and, conducts risk analysis activities for the Region and Western as required by the Office of Management and Budget Circular A 71. Incumbent supports Western's emergency management program in accordance with NSPD-51 and other federal requirements. Manages the access control program for the assigned region. Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR One year of specialized experience equivalent to the GS-9 level. Specialized experience is defined as

Experience:

Expert knowledge of force protection (guard operations) theories, concepts, standards, execution, maintenance, staffing requirements, equipment, cost, execution, individual and organizational proficiencies and training; and use of force requirements, including the use of deadly force policies. Thorough knowledge in the identification, techniques, evaluation, determination, development and application of; electronic and physical security countermeasures and mitigation strategies, continuity of operations and emergency management, counter-terrorism and intelligence, and criminal and adversarial detection, mitigation and investigations. Thorough Knowledge of electronic security applications, including physical access control systems (PACS), intrusion detection systems (IDS), closed circuit television systems (CCTV) and electronic authentication systems used in the supporting HSPD-12. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
