Public Utilities Specialist

Represents the power marketing requirements of the Region/CRSP in contract negotiations, customer forums, and industry forums dealing with emerging issues and new situations that may be outside the boundaries of existing policy, guidelines, rules, or procedures. Builds good customer and inter-agency relations through timely response to inquiries and requests, professional conduct, and proactive contract administration efforts that result in compliance with contract terms and conditions. Develops and negotiates complex contracts, which are often precedent-setting, for which there may be no contractual precedents or existing power marketing policy. Develops and implements new power marketing policies and procedures as a result of the negotiation of precedent-setting contracts, new or amended legislation, rules or regulations. Monitors and evaluates State and Federal legislation as it relates to Western's power marketing efforts such as environmental requirements, renewable energy initiatives, and industry changes. Compiles and manages all data related to reporting requirements for environmental and/or energy management programs. Specialized experience for this position is defined as:
experience in the electric power industry; OR experience developing, negotiating, and administering contracts for electric service; transmission services; facility additions, modifications, operation and maintenance; or power purchases and sales; OR knowledge and understanding of electric utility industry concepts, theories, structure, policies, and practices. Knowledge of power and utility contracts and contracting procedures necessary to analyze complex power marketing and power contracting problems. Ability to develop power marketing contracts involving generation, load, system, losses, power purchases, power sales and interchange power. Ability to research, interpret, develop, negotiate, and administer power marketing contracts involving generation, load, system, losses, power purchases, power sales and interchange power. In-depth knowledge of the electric power industry and applicable Federal and State laws and regulations and a comprehensive understanding of Western's wholesale rate schedules, power billing concepts, power management policies and practices, the structure of the electric utility industry, and the contractual relationships with its customers to effectively discuss and negotiate complex policy issues with various customers and other interested organizations. Knowledge of project management principles. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
