Public Utilities Specialist

Acts as System Administrator for the MV-90 application. Analyzes, recommends, designs, tests and coordinates any necessary modifications/upgrades to the remote interrogation metering system. Provides technical expertise, guidance and advice to other technical personnel and managers. Delivers customized technical training for customers and SNR personnel. Performs MV-90 duties including meter data interrogation, compilation, verification, calculation, communication and submission. Installation, modification, configuration and testing of MV-90 systems. Acts as technical lead and perform regular duties for energy accounting, settlement and power billing, including development of business procedures and review work of others. You must meet all the qualification and eligibility requirements for the position by the closing date of the announcement. SPECIALIZED EXPERIENCE REQUIREMENTSA qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:
experience as an expert user of MV-90 systems for meter data interrogation and validation, experience in submission of meter data according to California Independent System Operator (CAISO) protocols and tariff and experience in development and deployment of meter data systems in regional electricity markets such as the CAISO Energy Imbalance Market. Extensive knowledge of power system operation, maintenance, and CAISO market practices as it relates to meters and their applications. A practical knowledge of the metering systems, validation techniques, load profile data, communications technology, and computer programming. Thorough knowledge of the CAISO protocols and tariffs as they relate to Settlement charges and the regional market. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
