Contract Specialist

Plans, negotiates, leads, awards, and administers simple and complex procurement's that may involve the use of a variety of contract types, various funding arrangements, unique and specialized terms and conditions, and strategic and innovative methods to meet mission requirements. Explores new or innovative contracting approaches to arrive at equitable, effective, and efficient contract arrangements; advises and assists program officials in market research; preparation of statements of work, performance work statements, statements of objectives, and other purchase requirement documents; conducts pre-proposal conferences; obtains appropriate data from business and technical officials; prepares determinations and findings and solicitation documents; issues necessary amendments; performs analyses of all elements of cost in contractor proposals; makes competitive range determinations; and performs the full scope of contracting activities from identification of a need through to contract close-out. Serves as lead negotiator. Plans negotiation strategies; coordinates procurement actions with necessary personnel and executes necessary procurement awards to support the mission and operational needs of the Agency. Performs all aspects of contract administration. Responsibilities may include incremental funding, preparation of rate and cost adjustments, redirection of effort, coordination of time extensions, incorporation of change orders, issuance of stop work orders, issuance of cure notices or show cause letters, processing claims, settling disputes, termination for convenience or cause, monitoring of Government property reporting, direction of Contracting Officer Representatives (COR), approval of payments, final payment, and contract closeout. You must meet all the qualification and eligibility requirements for the position by the closing date of the announcement. Basic Requirements for GS-13 and Above Completion of all mandatory training prescribed by the head of the agency (Minimum of Current FAC-C Level II or current DAWIA Level II certification in Contracting) for progression to GS-13 or higher level contracting positions, including at least 4-years' experience in contracting or related positions. At least one year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. and A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions:
Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. Waiver:
When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action. Experience utilizing contracting regulations, policies, and procedures to:
perform the full range of highly complex pre-award and post-award activities on various contract types such as fixed price, fixed price economic price adjustment, various cost type contracts, requirements contracts, performance based acquisitions, and multiple award schedules; defend pre-award and/or post-award protests, contract claims, and contract disputes as a contracting officer overseeing the negotiation and administration of a variety of contract types Your application and resume should demonstrate that you possess the following knowledge, skills and abilities (KSAs). Knowledge of price/cost analysis techniques sufficient to evaluate contractor proposals and prepare a pre-negotiation position. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
