Power System Dispatcher

Develops, implements, and maintains a comprehensive training program to assure power system dispatchers are fully trained on NERC Standards; FERC Orders; and DOE/Western policies, procedures, and guidelines; and use of applicable tools. Develops, delivers and submits Individual Learning Activities (ILA) that meet the NERC Continuing Education Hour (CEH) criteria.Utilizes a systematic approach to training. Monitors and ensures initial training and testing, and ongoing training of power system dispatch staff is accomplished to meet and maintain NERC System Operator Certification requirements. Utilizes operator training simulation technology in exercises for power system dispatchers, including restoration and blackstart scenarios. Builds training scenarios for dispatchers to simulate possible real time critical operating conditions.Serves as mentor and overseer to dispatcher interns for duration of the intern's training program. Plans, monitors, implements, conducts one-on-one training as needed, and provides all manner of training guidance to meet the training needs of the dispatcher intern. SPECIALIZED EXPERIENCE REQUIREMENTSA qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized Experience Requirements for the AD-5 LevelTo qualify for the AD-5 level, you must have 1 year of:
Power system operator experience, equivalent to the AD-4 level (journey), with centralized SCADA/EMS control and decision-making responsibilities to maintain adherence to NERC reliability standards of a power system with 100-kV or higher voltage transmission lines, substations, and interconnections to other utilities; or Engineering experience as either EI (Engineering Intern), EIT (Engineer in Training) or PE (Professional Engineer), equivalent to the GS-12 level or higher in power system design, planning, maintenance, construction, SCADA, EMS, or operations; or Instructor/teaching experience equivalent to the GS-12 level or higher in power system design, planning, maintenance, construction, SCADA, EMS, or operations. Use of NERC's Systematic Approach to Training (SAT), or other equivalent training models, is preferable. Knowledge of power system Supervisory Control and Data Acquisition-type equipment (SCADA), Automatic Generation Control (AGC), Energy Management System (EMS), power scheduling programs, power system tagging programs, Open Access Same-time Information System (OASIS), etc.; Knowledge of FERC, NERC, and DOE/WAPA compliance requirements. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
