Contract Specialist

Examines procurement requests for materials, equipment, supplies, and services including technical equipment. Ascertains adequacy and restrictiveness of conditions, terms, and specifications, taking into consideration the state of the market and methods of procurement which will best serve the purpose of the mission. Some of the actions are accomplished outside the local area (nationwide and occasionally worldwide). Selects method of procurement. Procurement is accomplished through:
a) mandatory sources; b) Federal Agency contracts with no monetary limitations; and c) formal and informal open market not to exceed $150,000.00. In determining procurement methods, incumbent takes into consideration such governing criteria as Department procurement policies, monetary amounts involved, the type of suppliers to contact, the urgency of the request, the number of items involved, etc. On established sources of supply, assures compliance with mandatory requirements. The majority of actions made by the incumbent are through open-market method procedures. In this connection, the incumbent solicits telephone and written quotations from local and outside sources. Recommends awards up to the appropriate thresholds to bidder/offer or meeting specifications, taking into consideration availability of items, prices, terms, delivery dates, reliability of vendor, quality factors, transportation and handling charges, warrantees, and such other information necessary to make a sound purchasing decision. If substitute items are offered, ascertains whether or not they are acceptable by contacting originating personnel, or through research of available data and precedent transactions. Assists technical and professional personnel in the development of specifications. Furnishes specification and/or other descriptive data which reflect the intent of specific procurement so that contractors may have a proper concept of the equipment, supplies, system or services that are to be procured. You must meet all the qualification and eligibility requirements for the position by the closing date of this announcement. SPECIALIZED EXPERIENCE REQUIREMENTS One full academic year of graduate education or law school OR superior academic achievement OR one year of specialized experience equivalent to the GS-5 grade level in the Federal service performing procurement duties such as procuring materials and goods and services using standard pricing procedures. Graduate Education. To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
