Reliability Compliance Specialist

The incumbent serves as SNR's technical expert on the NERC/WECC reliability standards related to SNR's Maintenance. Develops, directs, and oversees SNR's NERC/WECC maintenance related compliance programs. Notifies management on possible or anticipated non-compliance issues. Conducts periodic Internal Audits and develops, monitors, and completes mitigation plans as required. Oversees document management and version control policies and processes for maintenance test records, compliance documentation, and configuration files for critical equipment. Assists SNR Maintenance personnel and subject matter experts with preparation for and during NERC/WECC audits and attends audits along with Maintenance and personnel. Above duties are at the GS-13 level. For the lower grade level, incumbent will perform a wide range of tasks described in the above duties, but at a lower level of work designed to further develop and refine the knowledge and skills of the incumbent. Assignments will typically combine productive work with on-going training and instruction. Supervision received at the lower level will be closer with oversight and review being provided more frequently. SPECIALIZED EXPERIENCE REQUIREMENTSA qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. GS-12:
experience working with North American Electric Reliability Corporation (NERC) reliability standards. GS-13:
experience working with NERC reliability standards and participating in a NERC audit for electric power system maintenance. Ability to interpret NERC/WECC reliability standards and make judgments on requirements to meet those standards. Ability to research and analyze complex technical data. Ability to develop maintenance operating plans, determine resource requirements, set priorities, set short and long-term goals, and evaluate outcomes. Ability to justify, defend, negotiate, and settle controversial compliance issues. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
